As per Articles 24 to 26 of the Constitution of the British Commonwealth of Nations, the sole organiser of the Commonwealth Budget is the Athens Council.

The organised budget was effectively solely funded by HSH The Duke of Commonwealth, thereafter by The Greek Crown in his name, which effectively has made The Greek Crown the ultimate manager of the Commonwealth Budget on behalf of the people of the British Commonwealth of Nations, and exerciser of sole control on the Commonwealth Treasury. The public assets of the British Commonwealth belong to the people of the British Commonwealth of Nations, and are ultimately managed by The Greek Crown.

The Commonwealth Treasury assets and finances are managed by The Greek Crown, and are effectively an extension of the financial activities of The Greek Crown, and operates independently from the trade body of the Commonwealth.
